The process will be monitored impartially, the transitional report will be presented before the referendum, a statement of preliminary findings and conclusions will be announced on the day after the referendum, and in 6 to 8 weeks after the referendum, the ODIHR will issue a report with recommendations, the head of the observation mission Jan Petersen.

‘We have a clear mandate, we will observe the whole process of the referendum impartially, we will not interfere in the referendum process.
